Increased electricity market integration project proceeded, 2nd consultation meeting held in Berlin

Global Utmaning has joined forces with a German energy-policy think-and-do-tank, Agora Energiewende, to undertake the project ai???an increased integration of the Nordic and German electricity systems ai??i?? A win-win decarbonisation and green growth alliance?ai???

The electricity market, at both the national and EU levels, calls for fundamental changes and innovative approaches. With the starting point that the greater electrical system there is, the greater the cost-effectiveness and flexibility of increasing renewable energy one has, Global Utmaning and Agora Energiewende join efforts to open up a constructive and innovative policy discussion. The focus of the Project is not on specific types of technology, e.g. windpower, smartgrids etc, but on the feasible vs. optimal levels of integration between the Nordic countries and Germany, which can give the best possible outcomes in terms of economic benefits, positive climate effects and energy security.

The second stakeholder meeting of Agora-Global Utmaning project was held on the 26th of November in Berlin, gathering 20 organizations on both the German and the Nordic side, including: DIW Berlin, Concito, Ea Energy Analysis, Dong Energy, Energinet.dk, 50Hertz, BEE ai??i?? German Renewable Energy Federation, TenneT, Swedish national grid, Swedish Energy Agency, Energy Norway, European Climate Foundation, Statskraft, E.on, Federal Ministry for Economic Affairs and Energy, BDEW ai??i?? German Association of Energy and Water, Electricity market group, Fortum, the think tank Agenda and Landsvirkjun.

Based on the comments made by the stakeholders at the last meeting in September in Stockholm, the project has proceeded. First out to present was Dr. Stephanie Ropenus (Associate of European Energy Cooperation at Agora Energiewende), who briefly presented the structure of the project, including the interaction between Work Package 1 and 2. Then she addressed conclusions from the last meeting as well as questions that had emerged in terms of the modelling. Some of the main points:

  • The generation mix in Sweden is based on the Swedish Energy Agencyai??i??s Checkpoint 2015 Report. For the year 2030 the same nuclear capacity of 7.9 GW will be applied for both generation scenarios (high and medium RES).
  • The modelling of the German energy system in the study will not be carried out via price zones, i.e. a copper plate with one price zone will be applied in the modelling. For reasons of completeness and in light of the current policy debate, a high-level qualitative discussion on the potential impact of price zones may be included in the qualitative part of the study.
  • The model will not incorporate a capacity market; it will model an energy-only market. This is due to the inherent uncertainty at present whether a capacity mechanism will come into place in Germany after all ai??i?? and if this were to happen, there would be different possibilities of implementation (e.g., focused capacity markets, centralized vs. decentralized capacity markets) so that each design option may lead to different modelling results.

Second to present was Anders Kofoed-Wiuff from EA Energy Analyses. He presented the changes that were made regarding the assumptions to the model. Most notably, the assumption for the High RES scenario in Denmark, had been changed to the hydrogen scenario by the Danish Energy Agency. For generation in Finland, Ea Energy Analysis had developed scenarios based on their own assumptions and the Ten Year Network Development Plan as well as data by VTT.

Third to present was Arne Mogren from Global Utmaning, who gave deeper insights to the data on Sweden. He explained that the Swedish Energy Agencyai??i??s 2015 Checkpoint Report was the only official report to rely on for scenario development. Based on this data, nuclear capacity will drop to 7.9 GW by 2030. Arne Mogren elaborated that no major changes were to be expected between 2020 and 2030 in Sweden. Notably, there is an enormous potential for onshore wind in Sweden (in the order of magnitude of Swedish demand). Therefore, the High RES scenario had been developed by doubling the share of wind.

Lastly, EA Energy Analysis and DIW Berlin presented their preliminary results. More info about this will be presented further into the project. To sum up, Stephanie Ropenus provided an outline of the next steps:
