Global Utmaning joins forces with a German energy-policy think-and-do-tank, Agora Energiewende, to undertake the project ai???an increased integration of the Nordic and German electricity systems ai??i?? A win-win decarbonisation and green growth alliance?ai???
The electricity market, at both the national and EU levels, calls for fundamental changes and innovative approaches. With the starting point that the greater electrical system there is, the greater the cost-effectiveness and flexibility of increasing renewable energy has, Global Utmaning and Agora Energiewende join efforts to open up a constructive and innovative policy discussion. The focus of the Project is not on specific types of technology, eg windpower, smartgrids etc, but on the feasible vs. optimal levels of integration between the Nordic countries and Germany that can give the best possible outcomes in terms of economic benefits, positive climate effects and energy security.
The first stakeholder meeting of Agora-Global Utmaning project was held on the 26th of September, gathering 27 organizations on both the German and the Nordic sides, including: DIW Berlin, Concito, Ea Energy Analysis, Dansk Energi, Dong Energy, Energinet.dk, 50Hertz, BEE ai??i?? German Renewable Energy Federation, TenneT, Swedish national grid, Swedish Energy Agency, Energy Norway, PAi??yry, Nordic Energy Research, European Climate Foundation, Nord Pool Spot, North European Power Perspectives (NEPP), Sustainable Innovation in Sweden, Statskraft, E.on, Federal Ministry for, Economic Affairs and Energy, BDEW ai??i?? German Association of Energy and Water, Industries, Nordic Council of Ministers, Electricity market group, Fortum, Landsvirkjun, Global Utmaning and Agora Energiewende. Being the first time all these different stakeholders were gathered under the same roof, the discussions were constructive and fruitful.
First out to present was Nannan Lundin (program director of energy and climate at Global Utmaning) and Stephanie Ropenus (Associate of European Energy Cooperation at Agora Energiewende), who introduced the outline and goals of the project. The project aims to assess and discuss the economic, climate and competitiveness effects of an increased integration; explore implications and impacts of the increased electricity market integration in terms of its influence on overall costs and, lastly, assess and discuss regional and national welfare as well as distributional effects.
Second to present was Anders Kofoed-Wiuff from Ea Energy Analysis, who presented the different assumptions for the future electricity system scenarios up to 2030 for the modeling excises. For Denmark it is assumed that wind power will continue to be an important source of electricity supply and that bio- and solar-energy will play a more important role in the future. For Sweden two scenarios are investigated; one where the supply of nuclear power is kept constant and the other where 2-3 reactors are taken out of service. Renewable energy, particularly wind power is assumed to increase in Sweden ai??i?? at different scale and speed, conditional on the two different nuclear power scenarios. In Norway, hydropower is assumed to keep being the most dominant source of electricity supply and wind power is assumed to increase rapidly. Nevertheless, the impact of the EU Water Framework Directive is a significant uncertainty when modeling hydropower for Norway. For Finland it is assumed that bioenergy will play an increasingly substantial role. Not least because of the great abundance of woodland and industries related to forestry.
Last out to present was Jonas Egerer from DIW Berlin who talked about the qualitative analysis that will be carried out. The main objective of the analysis is to discuss the market and climate effects of an increased integration and to address the possible negative effects by a potentially higher electricity price, which could affect energy-intensive industries.
After the lunch the floor was opened for discussions. Key issues, sometimes politically sensitive ones, like the price zones and capacity markets in Germany, the impact of the EU Water Framework Directive and the uncertainties of Swedish nuclear power were discussed. The consensus from the conclusions was that, irrespectively of internal issues, we need to widen our perspective beyond national borders and an enlarged integration could bring us win-win-win solutions in terms of economy, climate and competitiveness
Next step is to start the modeling and the following meeting is taking place in Berlin on the 26th of November, where we are looking forward to more lively and fruitful discussions!
